The 5,400 lb figure is a working load limit, and the distinction between working load limit and breaking strength is the one thing everyone in cargo securement has to understand.

Breaking strength is where the assembly fails. Working load limit is roughly a third of it, and the gap is not caution — it is the margin that absorbs the dynamic loading a truck actually generates. A load on a highway is not sitting still: it is being accelerated, braked, cornered, and shaken over expansion joints, and the peak tension in a strap during a hard stop is a multiple of the cargo's static weight.
