The Gardner Bender GBE46-424UVB is a cable tie, 24 inch x 0.35 inch, in black UV-stabilised nylon, supplied in a 50-pack.

The 24 inch length is what this tie is bought for — large gathered bundles that a shorter tie cannot close around. Cable tray runs, hose and line groups, ducting, and equipment mounting where the tie has to wrap both the bundle and the structure it is being secured to.

The 0.35 inch strap width is the heavy-duty gauge in this range, carrying the load that a long tie around a large bundle inevitably sees. A wide strap also distributes clamping pressure across a broader footprint, which matters on a bundle whose jacket should not be cut into.

UV stabilisation is what allows this tie outdoors. Untreated nylon photodegrades — ultraviolet light breaks the polymer chains until the tie embrittles and snaps — and carbon black pigment absorbs that energy before it does the damage. The black colour on an outdoor tie is the protection, not a finish.

Note the pack size: 50, rather than the 1000-packs of the smaller ties. Long heavy ties are used in far smaller quantities than routine 8 inch ties, and the packaging reflects real consumption rather than an arbitrary count.
