All stainless is the specification and it is worth being precise about, because it is the thing most "stainless" hose clamps quietly are not.

A worm gear clamp has three components: the band, the housing, and the screw. Enormous numbers of clamps sold as stainless have a stainless band and housing with a plated carbon steel screw — because stainless screws are harder to make and more expensive. That screw is the part that fails. It rusts, it seizes in the housing, and the clamp cannot be adjusted or removed without cutting it off. On a marine, food, or outdoor installation, that happens within a season.

All stainless means the screw too. That is what lets the clamp be adjusted in three years' time.

The 1-9/16 to 2-1/2 inch range is the adjustment span, and clamps are sized by range rather than by hose size. A clamp at the extreme end of its range holds badly — near the top the band is barely engaged in the housing, and near the bottom the tail fouls. Aim for the middle.
