A taper pin is a fastener with a deliberate 1-in-48 taper along its length, and understanding what that taper does explains why the pin exists at all.

A parallel pin fits a hole with clearance — it has to, or it could not be inserted. That clearance is play, and play is exactly what a locating pin is supposed to eliminate. A taper pin is driven into a tapered reamed hole and wedges: as it goes in, it makes contact all the way around with zero clearance. The joint has no play at all.

That is why taper pins locate machine components, secure hubs and collars to shafts, and hold assemblies in precise relative position. They also come out cleanly — driven from the small end — and go back in the same hole, which a driven parallel pin does not.

The catch is the hole. A taper pin needs a taper reamed hole, and the reamer has to match the pin's taper. A taper pin in a parallel hole contacts at one point and is worse than useless.
