The swivel base is the specification that separates this from the fixed-base reel, and it addresses a wear problem rather than a convenience one. A fixed reel pays out cable in one direction. When the welder is working ninety degrees off that line — which on a jobsite is most of the time — the cable drags across the reel's edge every time it feeds or retracts. That abrasion cuts into the cable jacket, and a welding lead is an expensive consumable to destroy from the outside in.

A swivel base lets the reel turn to face the work, so cable pays out straight regardless of where the welder has gone. The cable comes off the drum cleanly and rewinds cleanly.
